Policies and Procedures

CIRCULATION
  • Seven-day books are not eligible for renewal.
  • No limit on the number of adult books borrowed.
  • Limit on children’s books are: three (3) hardcover non-fiction or two (2) books on the same subject or two (2) books by a popular author.
 
COMPLAINTS
  • All complaints made by patrons concerning books or other materials should be submitted in writing to the Library Director.
  • All other complaints must be submitted to the Library Director on the form provided by the Library Staff. These complaints will be presented to the Library Board.
 
COMPUTERS
  • All requests for use of the in-Library computers must be scheduled by using the sign-in sheet at the Circulation Desk.
  • Computer time is limited to thirty (30) minutes in the summer and sixty (60) minutes in the winter.
  • Patrons printing from the computers will be charged fifteen (.15) cents to print black copies and twenty-five (.25) cents to print color copies.
 
DISCARDING BOOKS
  • In order for the Library to maintain a current collection, it is necessary to systematically remove outdated, worn books or those replaced by new materials.
  •  Books not borrowed for five (5) years will be reviewed and subject to removal.
  • Selecting book discards are the responsibility of the Library Director and this policy is reviewed by the Library Board.
 
STAFF'S CLERICAL OBLIGATIONS
  • Prepare the monthly Statistical Report of usage.
  • Prepare the appropriate information for Library Director’s monthly Report to the Library Board.
  • Develop the monthly Museum Report to the Library Board.
  • Prepare the Annual Report to the State of New Jersey.
 
DONATED BOOKS
  • The disposition of all donated books will be at the discretion of the Library Director and this policy is reviewed by the Library Board.
 
EMERGENCIES
  • For extreme weather conditions or an other emergency effecting the Library, the decisions are made by the Borough of Beach Haven. The Borough Manager will contact the Library Director and Staff by phone.
  • The Library Director has established a Library Disaster Plan that provides directions for dire emergencies.
 
FINES
  • Fines charged for overdue books or cassettes will be twenty (.20) cents per day overdue.
  • Fines charged for overdue seven (7) day books will be fifty (.50) cents per day overdue.
  • Fines charged for overdue DVDs will be fifty (.50) cents per day overdue.
  • Patrons with overdue books or DVDs will be notified first by email, next by phone or eventually by direct mail to have them return the overdue materials. If materials are not then returned, the Beach Haven Police will be used to retrieve the materials and collect the fines.
 
KEYS
  • Keys for the Library Museum will be kept by the Staff in the Library.
 
LIBRARY SCHEDULE
  • Year round hours are 10:00 AM to 4:00 PM Monday, Wednesday, Friday and Saturday and 10:00 AM to 6:00 PM on Tuesday and Thursday.
 
MAGAZINES AND NEWSPAPERS
  • Newspapers are not to be circulated unless a patron makes arrangements with the Library Staff.
  • Magazines may be borrowed by patrons for two (2) weeks.
 
 LIBRARY MEETING ROOMS
  • Community organization's meetings or special programs may be scheduled through the Library Director who will review these with the Library Board.
  • Food consumption will not be permitted in the Library except for special functions approved by the Library Board.
  • Coffee and tea are provided for patrons and a donation is requested to cover the costs.
 
MEMBERSHIP
  • Teachers of the Beach Haven Public School will be extended courtesy Library usage at no charge.
  • All Beach Haven Borough residents will be eligible for an annual Library membership at no charge.
  • Out of Borough patrons will be charges twenty ($20.00) dollars for an annual Library membership.
  • A temporary summer membership will be extended to renters of properties within the Borough upon verification by the landlord or the assigned realtor.
  • Membership in the New Jersey Library Association will be paid for the Library Director who will be reimbursed for mileage and expenses incurred when attending Association Meetings.
 
MOVIES/DVD's
  • Patrons will be limited to three (3) movies/DVDs at one time.
  • Summer circulation of movies/DVDs will be limited to three (3) days.
  • Winter circulation will be set at seven (7) days.
 
MUSEUM
  • The Library Museum will be accessible to the public only if a Library Staff Member is free to accompany and remain with the visitor.
  • From the middle of June until the end of September, the Museum is open on Wednesdays from 12:00 PM until 4:00 PM or by special request.
 
STAFF POLICIES AND PROCEDURES
  • Employee vacation requests of one week or more must be approved by the Library Director who will review these with the Library Board.
  • In the event of an illness or an emergency absence, the employee is required to notify the Library Director either the evening before or by 8:00 AM on the day of the absence. This will ensure that the Library Director has adequate time to secure another employee to complete the Library Staff.
  • All Library Staff will complete time sheets that must be submitted every two (2) weeks to the Borough.
  • Temporary /part time employees are to work no more than twenty-eight (28) hours, except in emergencies or approved Library events.
  • Employees must obtain Library Board approval to attend professional meetings or workshops.
  • Library Staff is to use regular hours to prepare for holiday activities, open house or special presentations such as children’s story hours, adult book group or the annual book sale.
  • The Library and the Staff will follow the Borough annual holiday schedule.
  • The Library Staff will provide support for additional special activities such as lectures, book discussion groups and technical workshops.
 
VOLUNTEERS
  • Use of volunteers from the community will be at the discretion of the Library Director.  All funds for these additional services must be approved by the Library Board.
